IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2008-4 TO AMEND SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURNS; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES–24 HOURS; SCHEDULE XXI OF SECTION 15-13.9(a)(8) ESTABLISHING TOW ZONES–SPECIFIED TIMES; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXIII OF SECTION 15-14.5(b) ESTABLISHING PROHIBITED LOADING/UNLOADING; SCHEDULE XXIV OF SECTION 15-15.1(d) ESTABLISHING CURB LOADING ZONES; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVI OF SECTION 15-16.1 ESTABLISHING TIME LIMIT PARKING; SCHEDULE XXXVIII OF SECTION 15-24.17 ESABLISHING MISCELLANEOUS TRAFFIC CONTROLS.

Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:

a. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:

“Hanapepe Lp., for its entire length.”

“Lumahai St., for its entire length.”

“Poipu Dr., for its entire length.”

b. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns in the following particulars:

1. By adding thereto the following items:

“Salt Lake Blvd. No left turn from the Salt Lake Shopping Center’s driveway in to Salt Lake Blvd.”

“Salt Lake Blvd. No left turn from the Aliamanu Middle School’s parking lot in to Salt Lake Blvd.”

2. By amending thereto the following item:

Moanalua Rd. No left turn from the driveway of Pearl Ridge Elementary School at 98-940 Moanalua Rd., 7:30 to 8:30 a.m. and 1:30 to 2:30 p.m. school days; to read:

“Moanalua Rd. No left turn from the driveway of Pearl Ridge Elementary School at 98-940 Moanalua Rd., 7:30 to 8:15 a.m. and 12:45 to 2:45 p.m. school days.

c. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections by adding thereto the following item:

“Emekona Pl-Alani Dr. Traffic on Emekona Pl. shall stop before entering Alani Dr.”

d. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones–24 hours in the following particulars:

1. By adding thereto the following items:

“Judd St., both sides, between Luka and Liliha Sts.”

“Kuhio Ave., both sides, for its entire length except commercial vehicles with permit as listed under Schedule XXIV.”

2. By deleting therefrom the following items:

“Kuhio Ave., both sides, between Kuamoo St. and Seaside Ave.”

“Kuhio Ave., both sides, between Walina St. and Kapahulu Ave.”

“Kuhio Ave., makai side, between Walina St. and Kanekapolei St.

“Kuhio Ave., makai side, between Seaside Ave. and Walina St.”

e. By amending Schedule XXI of Sec. 15-13.9(a)(8) establishing tow zones–specified times by deleting therefrom the following items:

“Judd St., mauka side, between Luka St. and Liliha St. during the hours of 6:00 a.m. to 5:30 p.m. daily.”

“Judd St., makai side, between Kunawi Ln. and Liliha St. during the hours of 6:00 a.m. to 5:30 p.m. daily.”

f. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:

1. By adding thereto the following items:

“Alani Dr., makai side, distance 74’ Ewa direction from the Ewa curb prolongation of Woodlawn Dr.”

“Kamani Ln., both sides, between Haleiwa Rd. and its terminus.”

“Maui St., makai side, distance 51’ Koko Head direction from a point 80’ Koko Head of the Koko Head curb prolongation of Liliha St., 6:00 to 9:00 a.m., Monday to Saturday.”

“Pauahilani Wy., odd-numbered (Kahuku) side, and including its turnaround area.”

“Peterson Ln., both sides, for its entire length.”

“Pahili Rd., mauka side, distance 47’ Koko Head direction from Stream Dr. (mauka intersection).”

“Stream Dr., Koko Head side, distance 31’ makai direction from the makai curb prolongation of Pahili St.”

“Wyllie St., both sides, between Liliha St. and Waolani Ave./Alewa Dr.”

2. By amending thereto the following items:

Kilauea Ave., mauka side, distance 115’ Ewa direction from a pt. 170’ Ewa of the Ewa curb prolongation of 12th Ave.; to read:

“Kilauea Ave., mauka side, from a point 190’ Ewa of the Ewa curb prolongation of 12th Ave. to 11th Ave.”

Leilehua Ln., Koko Head side, for its entire length; to read:

“Leilehua Ln., Koko Head side, for its entire length and including its turnaround area.”

Niniko Pl., odd-numbered side, for its entire length; to read:

“Niniko Pl., odd-numbered side, for its entire length and including its turnaround area.”

3. By deleting therefrom the following items:

“Peterson Ln., Koko Head side, between N. King St. and the makai property line of 1207 Peterson Ln.”

“Peterson Ln., Koko Head side, distance 50’ makai direction from the makai curb prolongation of Lakimela Ln.”

g. By amending Schedule XXIII of Sec. 15-14.5(b) establishing prohibited parking loading and unloading in the following particulars:

1. By adding thereto the following items:

“Kuhio Ave., mauka side, between Kaiolu and Kuamoo Sts.”

“Kuhio Ave., makai side, between Kuamoo and Kaiolu Sts.”

“Kuhio Ave., makai side, distance 80’ Koko Head direction from the Koko Head curb prolongation of Seaside Ave.”

“Kuhio Ave., makai side, from a point 75’ Ewa of the Ewa curb prolongation of Nahua St. to a point 45’ Koko Had of the Koko Head curb prolongation of Nahua St.”

2. By amending thereto the following items:

Kuhio Ave., makai side, between Walina St. and Kanekapolei St.; to read:

“Kuhio Ave., makai side, from a point 70’ Ewa of the Ewa curb prolongation of Walina St. to Kanekapolei St.”

3. By deleting therefrom the following item:

“Kuhio Ave., makai side, between Kuamoo St. and Kanekapolei St.”

h. By amending Schedule XXIV of Sec. 15-15.1(d) in the following particulars:

1. By adding subsections (a) (b) commercial passenger and freight loading by adding thereto the following items:

“Kuhio Ave., mauka side, between Kapahulu Ave. and Kaiolu St., midnight to 3:30 p.m. and 5:30 p.m. to midnight for commercial passenger loading; 10:00 p.m. to 7:30 a.m. for freight loading.”

“Kuhio Ave., makai side, between the Koko Had curb prolongation of Kaiolu St. and the Ewa curb prolongation of Seaside Ave., midnight to 3:30 p.m. and 5:30 p.m. to midnight for commercial passenger loading; 10:00 p.m. to 7:30 a.m. for freight loading.”

“Kuhio Ave., makai side, from a point 80’ Koko Head of the Koko Head curb prolongation of Seaside Ave. to Duke’s Ln., midnight to 3:30 p.m. and 5:30 p.m. to midnight for commercial passenger loading; 10:00 p.m. to 7:30 a.m. for freight loading.”

“Kuhio Ave., makai side, from a point 45’ Koko Head of the Koko Head curb prolongation of Nahua St. to a point 70’ Ewa of the Ewa curb prolongation of Walina St., midnight to 3:30 p.m. and 5:30 p.m. to midnight for commercial passenger loading; 10:00 p.m. to 7:30 a.m. for freight loading.”

“Kuhio Ave., makai side, between Kanekapolei St. and Kapahulu Ave., midnight to 3:30 p.m. and 5:30 p.m. to midnight for commercial passenger loading; 10:00 p.m. to 7:30 a.m. for freight loading.”

2. By deleting therefrom subsection (a) passenger loading zone the following items:

“Kuhio Ave., mauka side, distance 112’ Koko Head direction from a point 52’ Koko Head curb prolongation of Nahua St.”

“Kuhio Ave., mauka side, distance 84’ Ewa direction from a point 50’ Ewa of the Ewa curb prolongation of Walina St.”

i. By amending Schedule XXV of Sec. 15-15.3(d) establishing official bus stops by adding thereto the following items:

“Moaniani St., Koko Head side, distance 120’ Mililani direction from a point 90’ Mililani of the Koko Head curb prolongation of Waipio Uka St.”

“Moaniani St., Koko Head side, distance 185’ Mililani direction from a point 132’ Mililani of the Mililani curb prolongation of Pokeo St.”

“Moaniani St., Koko Head side, distance 155’ Waipahu direction from a point 295’ Waipahu of the Waipahu curb prolongation of Ka Uka Blvd.”

j. By amending Schedule XXVI of Sec. 15-16.1 establishing time limit parking by adding thereto the following item:

“Mango Pl., 7:00 a.m. to 6:00 p.m., Monday to Saturday except Sundays and State holidays.”

k. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:

“Kainoa Pl., for its entire length, the speed limit shall be 20 miles per mile.”

“Wauke St., for its entire length, the speed limit shall be 20 miles per mile.”

Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
