SECTION A
JOB NO. 02-14 – KAPAA HOMESTEADS 0.5 MILLION GALLON STORAGE TANK
WAILUA-KAPAA WATER SYSTEM; KAPAA, KAUAI, HAWAII

SECTION B – ADDITIVE: JOB NO. 03-03 – HARDENING OF GENERATOR SHELTER FOR MAKALEHA TANK AND PUMP STATION; KAPAA, KAUAI, HAWAII

Pursuant to Chapter 103D, HRS, SEALED TENDERS will be received up to and opened at 2:00 p.m., Hawaiian Standard Time (HST) on May 15, 2008, in the Office of the Department of Water, Lihue, Kauai, Hawaii. Bids received after the date and time specified above shall be rejected. The Manager and Chief Engineer also reserves the right to reject any or all bids, in whole or in part, if deemed to be in the best interest of the County. Bids must be signed in ink by the person or persons duly authorized to sign bids in the space provided for signature on the bid form.

BIDDERS ARE HEREBY NOTIFIED THAT EVIDENCE OF THE AUTHORITY OF THE PERSON(S) SIGNING THE BID DOCUMENT IS REQUIRED TO BE INCLUDED WITH THE BID DOCUMENTS. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL BE CAUSE FOR REJECTION OF THE BID AS BEING NON-RESPONSIVE.

COMBINATION OF TWO DEPARTMENT OF WATER PROJECTS: This project combines the two projects “SECTION A, JOB NO. 02-14, KAPAA HOMESTEADS 0.5 MILLION GALLON STORAGE TANK” and “SECTION B – ADDITIVE, JOB NO. 03-03, HARDENING OF GENERATOR SHELTER MAKALEHA TANK AND PUMP STATION” as listed above. The Construction Plans and the technical Special Provisions for each project shall be applicable only to itself and shall not be interpreted to be applicable to the other project.

SCOPE OF WORK: Constructing a 0.5 million gallon reinforced concrete tank. The reservoir\u00D5s site preparation includes grading, erosion and dust control measures, RCP drain culvert with CRM headwalls, DIP water lines, combination back pressure and solenoid shutoff valve, venture tube, pressure and water level transmitters, asphalt roadway, fencing, grassing and electrical work. The Additive consists of the installation of a concrete hardened shelter, electrical conduits and hardware, and other equipment necessary to safely house emergency generators at the Department of Water\u00D5s well station, including the installation of asphalt concrete driveways, concrete swale, electrical facilities, chain link fences and security gates.

PLANS AND SPECIFICATIONS: May be examined and obtained at the Department\u00D5s office at 4398 Pua Loke Street, Lihue, Kauai. Contract documents may be obtained upon deposit of One Hundred Dollars ($100.00) for each set in cash, certified check, or cashier\u00D5s check payable to the Department of Water along with a typed page with the Company\u00D5s name, street address, mailing address, telephone and facsimile numbers.

CONTRACTORS LICENSE: All prospective Bidders must be currently licensed by the State of Hawaii, Department of Commerce and Consumer Affairs, Division of Professional and Vocational Licensing.

“A” general engineering contractors and “B” general building contractors are reminded that due to the Hawaii Supreme Court\u00D5s January 28, 2002 decision in Okada Trucking Co., Ltd. v. Board of Water Supply, et al, 97 Haw. 450 (2002), they are prohibited from undertaking any work, solely or as part of a larger project, which would require the general contractor to act as a specialty contractor in any area where the general contractor has no license. Although the “A” and “B” contractor may still bid on and act as the “prime” contractor on an “A” or “B” project (See, HRS § 444-7 for the definitions of an “A” or “B” project), respectively, the “A” and “B” contractor may only perform work in the areas in which they have the appropriate contractor\u00D5s license (An “A” or “B” contractor obtains “C” specialty contractor\u00D5s licenses either on its own or automatically under HAR § 16-77-32.). The remaining work must be performed by appropriately licensed entities. It is the sole responsibility of the contractor to review the requirements of this project and determine the appropriate licenses that are required to complete the project.

PRE-BID CONFERENCE: All potential interested bidders, offerors, subcontractors, and union representatives are invited to attend the pre-bid conference on May 1, 2008, at 8:30 a.m., at the Department of Water Office. A site visit will be scheduled following the pre-bid conference.
