Notice to Developers (RFP 08-HHL-002)
The Department of Hawaiian Home Lands (DHHL) is requesting proposals to design, finance, build, and market single-family homes in the East Kapolei I, Increment I, located in Honouliuli, Ewa, Oahu.
East Kapolei I is 67.6 acres in size and is designed for 403 single family residential lots. Increment 1 will develop 197 single family residential lots for East Kapolei Undivided Interest lessees, and will include a mix of developer-built, self-help, and owner/builder houses. The number of each type of house is based on the marketing study that is provided in the Request for Proposals (RFP) package. This RFP is specifically for the design, construction, and financing of up to 197 houses in Increment 1. Site improvements for East Kapolei 1 are being constructed under separate contracts that are in progress.
Beginning on April 14, 2008, an RFP CD may be obtained with a non refundable payment of TEN DOLLARS ($10.00) from DHHL at 1099 Alakea Street, 12th Floor, Honolulu, Hawaii. Payment shall be made in cash or by certified or cashier\u00D5s check payable to the “Department of Hawaiian Home Lands.” The RFP may also be examined at the location indicated above.
Prospective Offerors are encouraged to attend an informational conference on Friday, April 25, 2008, at 9:00 a.m., at the Kana`ina Building, 364 S. King St., Honolulu, 96813 on the I`olani Palace Grounds (between the Hawaii State Library and I`olani Palace), regarding this solicitation. A site visit will be conducted at 9:30 a.m., Monday, April 28, 2008. Attendees will meet at the DHHL office complex parking lot, at the east end of Kapolei Parkway just past Kapolei Middle School. Attendance at the informational conference and site visit is not mandatory, but is highly recommended.
All proposals must be in conformance with this RFP. Proposals for the Project will be received at DHHL, 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707, until 2:00 p.m., on Thursday, May 29, 2008.
DHHL reserves the right to cancel the request for proposals and reject any and all proposals when it is in the best interest of the DHHL.
