REQUEST FOR PUBLIC COMMENTS
ON DRAFT AIR PERMITS
REGULATING THE EMISSIONS OF AIR POLLUTANTS

(Docket No. 08-CA-PA-06)

Pursuant to Hawaii Revised Statutes (HRS), Chapter 342B-13 and Hawaii Administrative Rules (HAR), Chapter 11-60.1, the Department of Health, State of Hawaii (DOH), is requesting public comments on the following DRAFT PERMITS presently under review for:

300 TPH Portable Drum Mix Asphalt Plant
Located at: North Kona (Parker Ranch Lands), Waimea, Hawaii

The DRAFT PERMITS are described as follows:

CSP No. 0214-01-C will grant conditional approval for the operation of an existing electrical power cogeneration facility. Equipment at the facility consists of two (2) combustion turbines, two (2) heat recovery steam generators, a steam turbine generator, and a cooling tower. There are no proposed modifications to the existing covered source permit. The combustion turbines are subject to federal standards of performance for new stationary sources, 40 CFR part 60, subpart GG, Standards of Performance for Stationary Gas Turbines.

CSP No. 0446-02-CT will grant conditional approval for the continued operation of the existing equipment listed above. Water sprays are used to minimize and control fugitive dust. There are no proposed modifications to the existing covered source permit. The 270 TPH Mobile Crushing Plant is subject to 40 Code of Federal Regulations (CFR), Subpart OOO, Standards of Performance for Nonmetallic Mineral Processing Plants.

The issuance of temporary CSP No. 0542-01-CT will grant conditional approval to operate a 300 TPH portable drum mix asphalt plant powered by a 1,085 hp diesel engine. A baghouse will be used to control emissions. A water truck will be used for additional fugitive dust control at each of the facility\u00D5s temporary work sites. The drum mix asphalt plant is subject to 40 Code of Federal Regulations, Subpart OOO, Standards of Performance for Nonmetallic Mineral Processing Plants. The facility is limited to 3,000 hours per year operation.

non-confidential supporting materials from the applicants, the permit review summaries, and the DRAFT PERMITS, are available for public inspection during regular office hours, Monday through Friday, 7:45 a.m. to 4:15 p.m., at the following locations:

All comments on the draft permits and any request for a public hearing must be in writing, addressed to the Clean Air Branch at the above address on Oahu and must be postmarked or received by May 5, 2008.

Any person may request a public hearing by submitting a written request that explains the party\u00D5s interest and the reasons why a hearing is warranted. At the sole discretion of the Director of Health, DOH may hold a public hearing if a hearing would aid in DOH\u00D5s decision. If a public hearing is warranted, a public notice for the hearing will be published at least thirty days in advance of the hearing.

Comments on the draft permits should address, but need not be limited to, the permit conditions and the facility\u00D5s compliance with federal and state air pollution laws, including: (1) the National and State Ambient Air Quality Standards; and (2) HRS, Chapter 342B and HAR, Chapter 11-60.1.

DOH will make a final decision on the permits after considering all comments and will send notice of the final decision to each person who has submitted comments or requested such notice.
