NOTICE TO PROVIDERS
REQUEST FOR PROPOSALS
CONDUCTING A SEGREGATED RATE STUDY
FOR THE HAWAII DEPOSIT BEVERAGE CONTAINER PROGRAM

The Department of Health, Office of Solid Waste Management is requesting proposals from qualified offerors to conduct a study that will develop recommendedrevised handling fees that the State’s Deposit Beverage Container (DBC) program pays to recycling companies that operate Certified Redemption Centers (CRC) in Hawaii.

The contract period is expected to be for 19 months with an option to extend for up to one additional year. The department expects the contract to commence on December 1, 2017.

Discussions may be conducted with offerors; however, proposals may be accepted on evaluation without discussions. Contract award will be based on an evaluation that considers the offeror’s proposed costs, their previous experience performing the specified services, and the methodology proposed.

Statements of qualifications, along with complete proposals must be received by the department no later than 2:00 p.m. (Hawaii Standard Time), Friday, October 6, 2017.
