NOTICE OF AVAILABLITY OF
NATIONAL ENVIRONMENTAL POLICY ACT (NEPA)
DRAFT ENVIRONMENTAL ASSESSMENT

Pursuant to Title 49, United States Code, § 47106(c)(1)(A), notice is hereby given that the State of Hawaii, Department of Transportation – Airports (HDOT-A), proposes to implement Runway 3-21 Runway Safety Area (RSA) Improvements at Lihue Airport (LIH), on the island of Kauai, Hawaii. The proposed project improvements, anticipated to be completed within the next two years, will enhance the safety of LIH operations. HDOT-A intends to comply with Public Law 109-115 with the standards included in Federal Aviation Administration (FAA) Advisory Circular 150/5300-13A, Airport Design. The proposed improvements would enhance the RSA for Runway 3-21 to meet FAA design standards required under Title 14, Code of Federal Regulations, Part 139, Certification of Airports to the maximum extent practicable. The proposed improvements at LIH include:

Shift of the Runway 3 end 855 feet to the southwest
Shift of the Runway 21 end displaced landing threshold from 205 feet to 455 feet from existing runway end
Implementation of declared distances
Construct retaining walls at both RSA ends

A Draft Environmental Assessment (EA) of the economic, social, and environmental impacts of the proposed action has been prepared. The Draft EA evaluates the potential environmental effects of the Proposed Action described above and has been prepared pursuant to the requirements of Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA), and Section 509(b)(5) of the Airport and Airway Improvement Act of 1982, as amended. The FAA is the lead federal agency to ensure compliance with NEPA for airport development actions. The Draft EA has also been prepared pursuant to Hawaii Revised Statutes (HRS), Chapter 343. HDOT-A is the lead state agency to ensure compliance with HRS Chapter 343. The NEPA Draft EA has also been prepared in accordance with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures; and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. Pursuant to the federal Endangered Species Act, Clean Water Act, Clean Air Act, and National Historic Preservation Act, the Draft EA includes an analysis of prudent or feasible alternatives, potential impacts, and mitigation measures, as appropriate.

Beginning on August 23, 2017, the Draft EA will be available for public review at: http://oeqc.doh.hawaii.gov/.
