Notice is hereby given that the Federal Highway Administration, Hawaii
Department of Transportation, Highways Division, and the County of Kaua’i
propose a resurfacing project on Hanap-ep-e Road. The scope of work for the
project includes resurfacing and reconstructing Hanap-ep-e Road, striping for
vehicle travel lanes, pedestrian lanes, crosswalks and parking, special paving
treatments (stamped concrete/asphalt, pavers, colorized lanes, etc.), and
drainage. No utility work is anticipated. All improvements will be done primarily
within existing roadway and shoulders, located within the existing right of way.
This proposed project is a federal funded County project. It will be considered a
federal action and undertaking, as defined by Section 106 of the National Historic
Preservation Act (NHPA) of 1966, as amended (2006).
Pursuant to Section 106 of the NHPA, Native Hawaiian organizations and
Native Hawaiian descendants with ancestral, lineal or cultural ties to, cultural
knowledge or concerns for, and cultural or religious attachment to the proposed
