PUBLIC NOTICE

PROPOSED DISPOSITION OF HAWAIIAN HOME LANDS
FOR DEVELOPMENT OF A HYDROELECTRIC PROJECT
Waimea District, Island of Kauai

The Department of Hawaiian Home Lands (DHHL) intends to dispose of land under a general lease for a hydroelectric project by way of direct negotiations pursuant to Section 171-95.3, Hawaii Revised Statutes, as amended.

The hydroelectric project, as currently conceived, would be a multi-system project including, but not limited to, a dual penstock pumped hydro-storage system and new irrigation step outs, including DHHL’s Puu Opae reservoir; establishment of a zoning district; and securing all applicable permit requirements consistent therewith. The hydroelectric project will initiate and support the future homesteading development of DHHL’s lands via infrastructure development, energy production, agricultural cultivation, and revenue generation.

Land to be disposed for the hydroelectric project by way of direct negotiations is a portionof vacant land located in the District of Waimea, Island of Kauai, State of Hawaii, identified by Tax Map Key No. 4th 1-2-002:023 containing approximately 14,559 acres.

Individuals, companies and/or corporations interested in leasing the property herein described shall have seven (7) days from the date this notice is published, that date being May 19, 2017 in which to submit the following required information for DHHL’s consideration to be qualified for participation in the selection process:

Description of the conceptual design of the project
Timeline for the completion of the project
Description of the financial plan for project financing
Description of the business concept of the project
Description of the landscape and acreage requirements, including public and private lands
Previous experience with projects of similar size and scope, including small scale hydroelectric plants up to 10MW, earthen works, and performing work in the State of Hawaii
Demonstrate the ability to develop a Power Purchase Agreement, for the completed net electrical output of the hydropower plant, with the Kauai Island Utility Cooperative for the sale of electricity generated from the project; and
Any other qualifications that DHHL deems necessary and required for the performance of the project.

Chapter 343, Environmental Assessment: The selected developer shall be required to complete compliance with Chapter 343 of the Hawaii Revised Statutes, as amended, prior to the start of any construction activity on the site. Such compliance shall assess the impacts that the proposed development will have on the surrounding community and environment.

An Information Packet containing what to include in a submission, as well as property information, objectives and criteria, and other requirements is available on DHHL’s Land Management Division’s webpage at dhhl.hawaii.gov/lmd/waimea-hydroelectric-project/or for pick-up by prospective developers during regular office hours at DHHL’s headquarters located at 91-5420 Kapolei Parkway, in Kapolei, on the Island of Oahu or at the following district offices:

Kauai District Office: 3060 Eiwa Street, Suite 203, in Lihue, on the Island of Kauai
Maui District Office: 655 Kaumualii Street, Suite 1, in Wailuku, on the Island of Maui
Molokai District Office: 600 Maunaloa Highway, Suite D-1, in Kaunakakai, on the Island of Molokai
East Hawaii District Office: 160 Baker Avenue, in Hilo, on the Island of Hawaii
West Hawaii District Office: 55 Mile Marker, 64-756 Mamalahoa Highway, in Kamuela, on the Island of Hawaii

All applications received by 4:00 pm HST on Friday, May 19, 2017, hand-delivered and addressed to the Department of Hawaiian Home Lands, Land Management Division, Attention: Waimea Hydropower Project, at 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707 shall be reviewed to determine which applications have met DHHL’s objectives and criteria to be qualified for participation in the selection process.
