Notice is hereby given that the Federal Highway Administration (FHWA) and State of Hawaii Department of
Transportation (HDOT), Highways Division propose the shoulder work and Portland cement concrete (PCC)
pavement rehabilitation of Interstate Route H-1 from the vicinity of Waimalu viaduct to the vicinity of Halawa.
This proposed project is a federally funded HDOT project. It will be considered a federal action and undertaking,
as defined by Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended (2006). The Area
of Potential Effect (APE) is along the H-1 Freeway from the HDOT Highways Pearl City Baseyard (mile post 9.50)
to the Mahiko Overpass (mile post 13.50). The area of the APE is approximately 61 acres. It includes the length
and width of the H-1 Freeway right-of-way and includes staging and stockpile areas. The APE is approximately
four (4) miles long and up to 160 feet wide and extends approximately 24 inches below the surface and 16 feet
below the existing pavement grade in limited areas.
The project consists of rehabilitation of existing PCC pavement and shoulder reconstruction. The scope of
work includes, but is not limited to, the removal of existing asphalt concrete (AC) overlay; ground stabilization,
which may include the construction of a retaining wall; reconstruction of PCC pavement; removal of existing
AC shoulder; construction of PCC pavement shoulder; installation of new drainage systems; highway lighting;
signage; guardrails; landscape planting; pavement markings; and relocation/installation of utilities.

ancestral, lineal or cultural ties to, cultural knowledge or concerns for, and cultural or religious attachment to
