LEGAL PUBLIC NOTICE

To all interested Agencies, Groups & Persons:

Notice is hereby given that the following changes constitute a substantial amendment to the 5-Year Consolidated Plan2015-2020 for the referenced fiscal year’s Second Program Year Annual Action Plan. The proposed substantial amendment is to reallocate Community Development Block Grant (CDBG) funds from the revolving loan fund (RLF) or remaining unexpended grant funds to the following activities:

Project: Anahola Clubhouse Rehabilitation
Action Plan: Program Year 2016
Description: Rehabilitate the basketball court, baseball field, playground and parking lot at the Anahola Clubhouse to improve the use and accessibility for resident families of the low-to moderate-income area and extend the life of the park facility.

Funding: Community Development Block Grant (RLF)
Amendment: Add new activity and reprogram revolving loan funds.
Total Funding: $625,000

Project: Anahola Village Beach Park Rehabilitation
Action Plan: Program Year 2016
Description: Rehabilitate the playground and pavilion roof at the village beach park to improve the use and accessibility for resident families of the low·to moderate-income area and extend the life of the park facility.
Funding: Community Development Block Grant (RLF)

Amendment: Add new activity and reprogram revolving loan funds.
Total Funding: $150,000

Project: Kalawai Park Rehabilitation
Action Plan: Program Year 2016
Description: Rehabilitate the tennis and basketball courts at the park to improve the use and
accessibility for resident families of the low- to moderate-income area and extend the life of the park facility.

Funding: Community Development Block Grant (RLF)
Amendment: Add new activity and reprogram revolving loan funds.
Total Funding: $150,000

Project: Kalaheo Fire Station Rehabilitation
Action Plan: Program Year 2016
Description: Roof replacement, construction of new driveway, kitchen and bathroom remodel, and installation of a solar photovoltaic air conditioning system to extend the life of the station that services a low- to moderate-income area.
Funding: Community Development Block Grant (RLF)

Amendment: Add new activity and reprogram revolving loan funds.
Total Funding: $389,000

Project: Homeless Emergency and Transitional Shelter (Kauai Economic Opportunitv Inc.)
Action Plan: Program Year 2016
Description: Increase funding for operating costs at the shelter in order to continue increased capacity for 20 individuals.

Funding: Community Development Block Grant funds from a cancelled project.

Amendment: Original Provide additional grant funds to continue increased capacity.
Funding: Additional $31,812
Funding: Revised $24,000
Funding Amt: $55,812

The Housing Agency receives CDBG funds through the Department of Housing and Urban Development (HUD). All interested persons who wish to comment on the proposed amendment may do so in writing to the Kaua’i County Housing Agency, 4444 Rice Street, Pi’ikoi Building, Suite 330, Lihu’e, Hawai’i 96766, Attn: Kerri Barros. A 30-day comment period starts on Friday, March 24,2017. Any written comments received by Monday, April 24, 2017, will be considered.
