To all interested Agencies, Groups and Persons:
Notice is hereby given that the Kaua’i County Housing Agency will hold a public hearing on the proposed PY 2017 Action Plan
projects and anticipated funding that have been recommended for funding assistance through the Community Development Block
Grant (CDBG). The public hearing is to afford citizens the opportunity to provide written or oral comments to the PY 2017 Action
Plan projects. A hearing is scheduled for the following date, time and place:
Tuesday, April 18, 2017 at 4:30 p.m. at the Lihu’e Civic Center, Pi’ikoi Building
Conference Room B, 4444 Rice Street, Suite 330, Lihu’e, Hawai’i 96766
PROPOSED CDBG PROJECTS:
PUBLIC SERVICES
a. Namahoe Leadership Voyaging Program $35,000.00
(Leadership Kaua’i)
Develop and implement a cultural leadership, life skills and training program for low- to moderate-income youth
and adults.
b. Home Delivered Meals Vehicle Purchase $30,000.00
(Kaua’i Economic Opportunity, Inc.)
Purchase a delivery van to transport prepared meals for homebound seniors to promote nutritional health and
independence.
c. Homeownership Education and Counseling Project $24,750.00
(Hawaiian Community Assets, Inc.)
Provide HUD-certified housing education workshops and counseling to low- to moderate-income individuals and
households in order to increase homeownership opportunities to purchase a home and prevent foreclosure.
d. Case Management Self-Sufficiency & Substance Abuse Relapse Prevention $14,755.00
(Women In Need)
Provide case management services and resources to strengthen families, build strong work ethics and improve
chances for a successful recovery from substance abuse.
PUBLIC FACILITIES
e. Renovation of YWCA Family Violence Shelter $398,314.00
(YWCA of Kaua’i)
Renovate the sole domestic violence family shelter on the island to increase the capacity for victims and their
children and extend the life of the shelter.
f. ’Ae Kamali’i Preschool Restoration 294,597.00
(’Ae Kamali’i Preschool)
Rehabilitate electrical and plumbing systems to extend the life of the preschool for predominantly low- to
moderate-income families.
ADMINISTRATION
g. Administration $139,339.00
(County Housing Agency)
General program administration, project implementation, compliance monitoring, evaluation, record-keeping
and reporting.
TOTAL CDBG FUNDING $936,755.00
The Housing Agency anticipates receiving $696,697.00 from the U.S. Department of Housing and Urban Development (HUD) for
the 2017 CDBG annual allocation. Additionally, the Housing Agency has made available approximately $240,058.00 from remaining
unexpended funds from previous years’ projects, program income or revolving loan funds. Should there be an increase or decrease in
the actual allocation amount, the lowest ranked project from each category will be adjusted accordingly.
ALTERNATE PROJECT
To ensure the performance of the County of Kaua’i’s CDBG program in meeting timeliness regulations at 24 CFR 570.902, should any of
the projects listed above not proceed as represented in the CDBG applications, the following alternate project may be funded as long as the
project is ready to proceed and will comply with CDBG regulatory requirements:
Purchase of Essential Equipment for Family Violence Shelter $53,834.00
(YWCA of Kauai)
Purchase essential furnishings: bed mattresses, a freezer, and a dryer. Funds would also be used to purchase a passenger
van to provide safe transportation for the residents of the shelter and to pick up food and supplies.
The public is advised that the County of Kaua’i may exercise the option to incur pre-award costs pursuant to 24 CFR 570.200(h) in its
program year 2017 budget for projects to assist with compliance of CDBG timeliness regulations. Non-CDBG funds used for pre-award
costs will be reimbursed upon receipt of PY 2017 CDBG funds from HUD.
Pre-award Project: Award
’Ae Kamali’i Preschool Restoration $294,597.00
Should any CDBG funds become available from cancelled or completed projects, or by receipt of program income, such funds may be
reprogrammed to any open CDBG Action Plan project in accordance with the requirements of the County’s Citizen Participation Plan and
prior approval from HUD.
All interested persons who wish to comment on the proposed PY 2017 Action Plan may do so at the Public Hearing,
or may submit written comments to Kaua’i County Housing Agency, 4444 Rice Street, Suite 330, Lihu’e, Hawai’i 96766,
Attn: Kerri Barros, CDBG Coordinator. The 30-day comment period will commence on March 23, 2017. All comments received by
April 24, 2017 will be considered prior to fund appropriation.
