NOTICE OF CONSULTATION
SECTION 106 OF THE NATIONAL HISTORIC PRESERVATION ACT OF
1966 AS AMENDED (2006)
PUHI ROAD REHABILITATION, PHASE II
DISTRICT OF LIHUE, ISLAND OF KAUAI, AHUPUAA OF HAIKU
FEDERAL-AID PROJECT NUMBER: STP-5010(002)

Notice is hereby given that the Federal Highway Administration, Hawaii Department of
Transportation, and the County of Kauai propose the Puhi Road Rehabilitation, Phase II
Project. This proposed project is a federally funded County of Kauai project. It will be
considered a federal action and undertaking, as defined by Section 106 of the National
Historic Preservation Act (NHPA) of 1966, as amended (2006). The project is located
in the Puhi Industrial Area. The Area of Potential Effect (APE) is located entirely within
the Puhi Road right-of-way starting approximately 200 feet northwest of the Kaneka
Street Intersection and extends approximately 2,700 feet south along Puhi Road ending
approximately 200 feet southeast of the Haleukana Street Intersection. The total area
of the APE is approximately 3.9 acres. The proposed rehabilitation work intends to
repave a portion of Puhi Road with asphalt concrete and/or Portland cement concrete
to increase durability of the road surface. Additional improvements will consist of
compaction of the subgrade to prepare the surface for paving, placement of the
aggregate base course, restriping, updating signage, striping of bike lanes, installing
sidewalks, curb and gutter, and road widening to provide paved on street parking in
some areas. Modifications to the existing drainage system based on the layout of the
proposed roadway section will be required. No other utility work is anticipated.
