NOTICE OF PUBLIC AUCTION

HANGAR FACILITY LEASE
at
KONA INTERNATIONAL AIRPORT AT KEAHOLE

Notice is hereby given that the State of Hawai’i, Department of Transportation, Airports Division (“State”) shall conduct a public auction for a hangar facility lease (“Lease”), located at Kena International Airport at Keahole (“KOA’’), Kailua-Kona, Hawai’i 96740, Island of Hawai’i, State of Hawai’i.

A. Time and Place of Auction. The Public Auction shall be conducted at the Management Office of KOA, 73-200 Kupipi Street, Kailua-Kona, Hawai’i 96740 on March 17, 2017, at 10:00 AM.

B. General Description and Location of the Land. Area/Space No. 006-124, approximately 142,195 square feet of land area at KOA, Kailua­Kona, Hawai’i 96740.

C. Term and Use. The term of the Lease shall be thirty-five (35) years, commencing upon the execution of the Lease document. The Premises shall be used for the development, construction, operation, maintenance, and repair of an aircraft hangar facility.

D. Upset Rent. The upset annual rent for the first five (5) years shall be SEVENTY-EIGHT THOUSAND TWO HUNDRED SEVEN AND 24/100 DOLLARS ($78,207.24).

E. Bid Intent Package. Each prospective Bidder will be required to complete a Bid Intent Package that requires submission of financial statement(s}, and other supporting documents, and submit the same to the State, at the Property and Business Development Office, 400 Rodgers Boulevard, Suite 700, Honolulu, Hawaii 96819-1880, no later than 4:00 PM on February 17, 2017. The qualification questionnaires, included as part of the Bid Intent Package, will be considered confidential and will not be made available for inspection by the general public.

Any qualified individual, corporation, limited liability company, partnership, joint venture or other entity may bid at the Public Auction after timely submission of an acceptable Bid Intent Package.

F. Bid Security. Bidders are required to provide security in the form of legal tender, or certificate of deposit, share certificate, cashier’s check, treasurer’s check, teller’s check, or certified check issued by a bank, savings institution, or credit union insured by the Federal Deposit Insurance Corporation or the National Credit Union Administration in an amount of $19,551.81 which represents 25% of the upset annual lease rental. In addition, the costs incurred by the State in advertising the Public Auction shall be collected from the successful bidder after the Public Action is held.

G. Qualified Bidders. Based upon the State’s review of the Bid Intent Packages, qualified bidders will be selected to bid at the Public Auction. The announcement of the qualified bidders will be posted on the State’s web page at www.hawaii.gov/dot/airports/doing­business/htm (“DOT Website”), on March 10, 2017.

H. Availability of Documents for Inspection The lease documents are available for public inspection during business hours (7:45 AM to 4:30 PM, Monday through Friday, except holidays) at the office of the Hawai’i Airports District Office, KOA, 73-200 Kupipi Street, Kailua-Kona, Hawai’i 96740-2645, or available for public inspection and be obtained from the Airports Division website at www.hawaii.gov/dot/airports/doing-business.htm, or from the Department of Transportation, Airports Division, Property and Business Development Office located at the Honolulu International Airport, Inter-Island Terminal Building, 400 Rodgers Boulevard, Suite 700, Honolulu, Hawai’i 96819-1880. A copy of the Public Auction documents may also be purchased upon the tender of the non-refundable sum of FORTY AND N0/100 DOLLARS ($40.00) in United States currency or certified check. The Public Auction documents are subject to revision at any time prior to the Public Auction. All persons who have purchased the Public Auction documents will be notified of and provided copies of such revisions, if any.

The Public Auction Documents are subject to revision at any time prior to the date of the Public Auction. Revisions, changes, or amendments to the Public Auction Documents will be posted and available for download at the DOT Website.

The State reserves the right to cancel this Public Auction, or to postpone or continue same from time to time, as it may deem necessary, by publication of notice to that effect or by public announcement at the time scheduled therefore.
