NOTICE OF PUBLIC AUCTION

CARGO FACILITY LEASES
AT
HILO INTERNATIONAL AIRPORT

Notice is hereby given that the State of Hawai’i, Department of Transportation, Airports Division (“STATE”) shall conduct a public auction for three (3) leases for a cargo facility (“Lease”), located at Hilo International Airport (“ITO”), Hilo, Hawai’i 96720, Island of Hawai’i, State of Hawai’i.

A. Bid Intent Package. Each prospective Bidder will be required to complete to Bid Intent Package that requires submission of final statement(s), and other documents, and submit the same to the STATE, at the Property and Business Development Office, 400 Rodgers Boulevard, Suite 700, Honolulu, Hawai’i 96819-1880 no later than 4:00 PM on January 20, 2017. The questionnaires, included as part of the Bid Intent Package will be considered confidential and will not be made available for inspection by the general public.

B. Bid Security. Bidders are required to produce security in the form of legal tender, or certificate of deposit, share certificate, cashier’s check, treasurer’s check, teller’s check, or certified check issued by a bank, savings institution, or credit union insured by the Federal Deposit Insurance Corporation or the National Credit Union Administration, or a Bid Bond in an amount representing 25% of the upset annual lease rental, plus the costs incurred by the STATE in advertising the public auction *(see below).

C. Bidders. Based upon the STATE’s review of the Bid Intent Packages, qualified bidders will be selected to bid at the auction. The announcement of the qualified bidders will be posted on the STATE’s web page at www.hawaii.gov/dot/airports/doing-business.htm, after the public auction is held.

D. Time and Place of Auction. The Public Auction shall be conducted at the Management Office at ITO, 2450 Kekuanaoa Street, #215, Hilo, Hawai’i 96720, on February 17, 2017, at 10:00 AM.

E. General Description and Location of the Real Property at ITO:
1. Bldg/Space No. 139-102, approximately 6,249 square feet of cargo building area
2. Bldg/Space No. 139-110A, approximately 828 square feet of cargo building area
3. Bldg/Space No. 139-110B, approximately 877 square feet of cargo building area

F. Term and Use. The term of the Lease shall be thirty (30) years for Bldg/Space No. 139-102, and fifteen (15) years for Bldg/Space Nos. 139-110A and 139-110B, commencing upon the execution of the Lease document. The Premises shall be used for the operation of air cargo, freight forwarding, transport of intrastate mail, import/export operations, and the storage of ground service equipment.

G. Upset Rent. The upset annual rent for the first five years shall be:
1. Bldg/Space No. 139-102 at $67,489.20/annum
2. Bldg/Space No. 139-110A at $12,420.00/annum
3. Bldg/Space No. 139-110B at $13,155.00/annum

H. Availability of Documents for Inspection. The Cargo Facility Lease Public Auction Documents will include: (1) this Notice of Public Auction, (2) Instruction to Bidders, (3) Bid Intent Package including the Notice of Intention to Bid, (4) Bid Security, (5) Lease, (6) Performance Bond, and all the attachments thereto (“Public Auction Documents”). The Public Auction Documents are available for public inspection during business hours (7:45 AM to 4:30 PM, Monday through Friday, except holidays) at the Office of ITO’s Management Office, 2450 Kekuanaoa Street, #215, Hilo, Hawai’i, or may be downloaded at no cost from the Airports Division website at www.hawaii.gov/dot/airports/doing-business.htm (“DOT Website”). The Public Auction Documents are also available for public inspection at the Department of Transportation, Airports Division, Property and Business Development Office located at Honolulu International Airport, Inter-Island Terminal Building, 400 Rodgers Boulevard, Suite 700, Honolulu, Hawai’i 96819-1880; and a copy of the Public Auction Documents may be purchased upon the tender of the non-refundable sum of FORTY AND NO/100 DOLLARS ($40.00) in United States currency or certified check.

The Public Auction Documents are subject to revision(s) at any time prior to the date of the Public Auction. Revisions, changes, or amendments to the Public Auction Documents will be posed and available for download at the DOT Website.

The State of Hawai’i reserves the right to reject any or all Bid Intent Packages, and to waive any defects in any Bid Intent Packages, or cancel this Public Auction, or to postpone or continue same from time to time, as it may deem necessary, by publication of notice on the DOT Website.
