Division (CAMHD) Research and
Evaluation Specialist

Manoa – Kahala, Oahu

Exempt, non-civil service appointment. The primary purpose of this position is to provide leadership and management regarding the division’s efforts to conduct and improve comprehensive evaluation of CAMHD youth mental health system processes and results. This position participates in the development, implementation and systematic monitoring of ongoing division-wide strategies and objectives and makes recommendations to CAMHD based on the results of the analyses conducted. This position conducts empirically sound research related to all aspects of the CAMHD system, including services and youth outcomes.

Major duties and responsibilities include system evaluation by means of statistical analyses, data management, development and testing of measures, development of reports and publications, presentation of evaluation reports to various stakeholders, development of online dashboards and reports, and supervision of four staff.

Education Requirement: A Ph.D. degree in psychology, sociology, economics, public health, public administration, operations research, statistics, mathematics, or other closely related fields from an accredited school with major coursework completed in research methods and statistics.

Experience Requirement: Must possess a minimum of 4 years of experience with data management and analysis, system evaluation, research methodologies, and data reporting. Incumbent must have conducted system evaluations based on quantitative and qualitative data and presented evaluation results to a variety of professional and community stakeholders. Position also requires experience in supervising others engaged in quantitative and qualitative analytical work. Such experience must have included: a) planning, organizing, scheduling, and directing the work of others, b) assigning and reviewing their work, c) advising them on difficult work problems, d) training and developing subordinates, and e) evaluating their work performance.

DESIRABLE QUALIFICATIONS: Experience with evidence-based mental health or substance abuse treatment programs and practices, experience with electronic health record systems, experience with relational database management, experience with large and complex system evaluations, experience with program/project evaluation system design and implementation, and a record of publications in peer-reviewed journals.

LICENSE: Valid Hawaii Driver’s License preferred.
