TRAFFIC CONTROL DEVICES
IN ACCORDANCE WITH THE PROVISIONS OF THE REVISED ORDINANCES OF HONOLULU 1990 (ROH), AS AMENDED, THE DEPARTMENT OF TRANSPORTATION SERVICES, CITY AND COUNTY OF HONOLULU, HEREBY ESTABLISHES TRAFFIC SCHEDULE NO. 2016-10 TO AMEND SCHEDULE I OF SECTION 15-6.2(a) ESTABLISHING TRAFFIC SIGNALS (CITY); SCHEDULE V OF SECTION 15-7.2(b)(3) ESTABLISHING SPEED LIMIT–25 MPH; SCHEDULE XI OF SECTION 15-8.3(b) ESTABLISHING NO TURN; SCHEDULE XIV OF SECTION 15-11.3 ESTABLISHING STOP INTERSECTIONS; SCHEDULE XVII OF SECTION 15-13.9(a)(4) ESTABLISHING TOW ZONES AM PEAK; SCHEDULE XIX OF SECTION 15-13.9(a)(6) ESTABLISHING TOW ZONES–AM AND PM PEAKS; SCHEDULE XX OF SECTION 15-13.9(a)(7) ESTABLISHING TOW ZONES 24-HOURS; SCHEDULE XXII OF SECTION 15-14.5(a) ESTABLISHING PROHIBITED PARKING CERTAIN AREAS; SCHEDULE XXV OF SECTION 15-15.3(d) ESTABLISHING OFFICIAL BUS STOPS; SCHEDULE XXVI OF SECTION 15-16.1 ESTABLISHING TIME LIMIT PARKING; SCHEDULE XXVII OF SECTION 15-17.1 ESTABLISHING CROSSWALKS; SCHEDULE XXX OF SECTION 15-22.1(a) ESTABLISHING PARKING METER ZONES; SCHEDULE XXXVIII OF SECTION 15-24.17 ESTABLISHING MISCELANEOUS TRAFFIC CONTROLS.
Section 1. Chapter 15 of the ROH 1990, as amended, is hereby further amended in the following particulars:
a. By amending Schedule I of Sec. 15-6.2(a) establishing traffic signals (City) by adding thereto the following item:
“Kalaeloa Blvd-Lauwiliwili St.”
b. By amending Schedule V of Sec. 15-7.2(b)(3) establishing speed limit–25 mph by adding thereto the following items:
“Haleiwa Rd., for its entire length.”
“Lauia St., for its entire length.”
“Lauwiliwili St., for its entire length.”
“Munu St., for its entire length.”
“Opakapaka St., for its entire length.”
“Opule St., for its entire length.”
c. By amending Schedule XI of Sec. 15-8.3(b) establishing no turns in the following particulars:
1. By adding thereto the following items:
“Makakilo Dr. No ’U’ turn from Makakilo Dr. at Kulihi St./Palailai St. from mauka bound to makai bound, large trucks and buses only.”
“Opakapaka St. No ’U’ turn from Opakapaka St. at Opule St. in both directions.”
2. By amending thereto the following item:
Makakilo Dr. No “U” turn from Makakilo Dr. at Palailai St. in both directions; to read:
“Makakilo Dr. No ’U’ turn from Makakilo Dr. at Palailai St. from makai bound to mauka bound.”
d. By amending Schedule XIV of Sec. 15-11.3 establishing stop intersections by adding thereto the following items:
“Aeoia St-Apaa St. Traffic on Aeoia St. shall stop before entering Apaa St.”
“Aeoia St-Hamana St. Traffic on Aeoia St. shall stop before entering Hamana St.”
“Kamahao St-Hookanike St. Traffic on Kamahao St. shall stop before entering Hookanike St.”
“Lauia St-Munu St. Traffic on Lauia St. shall stop before entering Munu St.”
“Lauia St-Opule St. Traffic on Lauia St. shall stop before entering Opule St.”
“Munu St-Opakapaka St. Traffic on Munu St. shall stop before entering Opakapaka St.”
“Opakapaka St-Kalaeloa Blvd. Traffic on Opakapaka St. shall stop before entering Kalaeloa Blvd.”
“Opakapaka St-Lauwiliwili St. Traffic on Opakapaka St. shall stop before entering Lauwiliwili St.”
“Opule St-Opakapaka St. Traffic on Opule St. shall stop before entering Opakapaka St.”
“Uu Pl-Lauwiliwili St. Traffic on Uu Pl. shall stop before entering Lauwiliwili St.”
e. By amending Schedule XVII of Sec. 15-13.9(a)(4) establishing tow zones-AM peak in the following partiulars:
1. By adding thereto the following item:
“S. Beretania St., makai side, between Punahou and Makiki Sts. except for portions listed Under Schedules 20, 24, and 26.”
2. By deleting therefrom the following items:
“Beretania St., makai side, between Punahou St. and Kalakaua Ave.”
“Beretania St., mauka side, from a point 192’ Ewa of the Ewa curb prolongation of Keeaumoku St. to a point 555’ Koko Head of the Koko Head curb prolongation of Piikoi St.”
f. By amending Schedule XIX of Sec. 15-13.9(a)(6) establishing tow zones–AM and PM peaks by deleting therefrom the following items:
“Beretania St., mauka side, distance 340’ Koko Head direction from the Koko Head curb prolongation of Makiki St.”
“Beretania St., mauka side, distance 555’ Koko Head direction from Koko Head curb prolongation of Piikoi St.”
g. By amending Schedule XX of Sec. 15-13.9(a)(7) establishing tow zones 24-hours in the following particulars:
1. By adding thereto the following items:
“S. Beretania St., mauka side, between Punahou and Piikoi Sts.”
“S. Beretania St., makai side, between Punahou and Keeaumoku Sts., except for portions listed under Schedules 17, 24, and 26.”
2. By deleting therefrom the following items:
“Beretania St., makai side, distance 135’ Koko Head direction from a point 200’ Koko Head of Koko Head curb prolongation of Makiki St.”
“Beretania St., mauka side, between Kalakaua Ave. and Punahou St.”
“Beretania St., mauka side, distance 192’ Ewa direction from the Ewa curb prolongation of Keeaumoku St.”
“Beretania St., mauka side, from Punahou St. to a point 310’ Ewa of the Ewa curb prolongation of Kalakaua Ave.”
“Beretania St., makai side, distance 280’ Ewa direction from Ewa curb prolongation of Kalakaua Ave.”
h. By amending Schedule XXII of Sec. 15-14.5(a) establishing prohibited parking certain areas in the following particulars:
1. By adding thereto the following items:
“Aeoia St., southern side, distance 75’ westerly direction from a point 75’ west of the western curb prolongation of Hamana St., Monday and Thursday until refuse is collected.”
“Hookanike St., makai side, distance 70’ Koko Head direction from the Koko Head curb prolongation of Kamahao St.”
“Lauia St., both sides, for its entire length.”
“Lauwiliwili St., both sides, for its entire length.”
“Lusitana St., makai side, distance 52’ Ewa direction from the Ewa curb prolongation of Vineyard Blvd.”
“Lusitana St., mauka side, distance approximately 85’ Koko Head direction from the Koko Head curb prolongation of Punchbowl St.”
“Moaniani St., western side, distance 120’ northerly direction from the northern curb prolongation of Ukee St.”
“Munu St., both sides for its entire length and including its turnaround area.”
“Palama St., Koko Head side, distance 40’ mauka direction from the mauka curb prolongation of North King St.”
“Palama St., Koko Head side, between Lopez St. and Vineyard Blvd.”
“Opakapaka St., both sides for its entire length.”
“Opule St., both sides for its entire length and including its turnaround area.”
“Uu Pl., both sides, for its entire length and including its turnaround area.”
2. By amending thereto the following items:
Haleiwa Rd., makai side, from the Kahuku (eastern) boundary line of Haleiwa Elementary School to Kamani Ln.; to read:
“Haleiwa Rd., western side, from the southern curb prolongation of Kamani Ln. to a point 620’ north of the northern curb prolongation of Paalaa Rd.”
Moaniani St., western side, distance approximately 38’ southerly direction from the southern curb prolongation of Ukee St.; to read:
“Moaniani St., western side, distance 78’ southerly direction from the southern curb prolongation of Ukee St.”
Nihi St., Ewa side, distance 44’ mauka direction from a point 7’ mauka of the mauka curb prolongation of Laumaile St., 7-8am, school days only; to read:
“Nihi St., Ewa side, distance 44’ mauka direction from a point 7’ mauka of the mauka curb prolongation of Laumaile St., 7:00 a.m. to 8:00 a.m. and 1:00 p.m. to 3:00 p.m., school days only.”
3. By deleting therefrom the following items:
“Beretania St., makai side, distance 290’ Koko Head direction from Koko Head curb prolongation of Kalakaua Ave.”
“Beretania St., makai side, between Makiki St. and Keeaumoku St.”
“Beretania St. makai side, distance 90’ Ewa direction from a point 444’ Ewa of the Ewa curb prolongation of Kalakaua Ave.”
“Beretania St., makai side, distance 285’ Koko Head direction from Koko Head curb prolongation of Piikoi St.”
“Kaminaka Dr., mauka side, lower intersection with Kalaepohaku St. to upper intersection with Kalaepohaku St., during hours 6:30 a.m. to 8:30 a.m., except Saturdays, Sundays and holidays.”
“Lusitana St., mauka side, distance 12’ Ewa direction from the Ewa curb prolongation of Pele St.”
i. By amending Schedule XXV of Sec. 15-15.3 establishing official bus stops by amending thereto the following item:
Hawaii Kai Dr., makai side, distance 150’ Ewa direction from a point 24’ Ewa of the Ewa curb prolongation of Kalalea St.; to read:
“Hawaii Kai Dr. makai side, distance 150’ Ewa direction from the Ewa curb prolongation of Kalalea St.”
j. By amending Schedule XXVI of Sec. 15-16.1 establishing time limit parking in the following particulars:
1. By adding thereto the following items:
“S. Beretania St. (1 hr.), makai side, between Isenberg and Makiki Sts. except for portions listed under Schedules 20 and 24, 8:30 a.m. to 6:00 p.m. Monday thru Friday; 7:00 a.m. to 6:00 p.m. Saturdays except Sundays and State Holidays.”
“S. Beretania St. (1 hr.), makai side, between Keeaumoku and Piikoi Sts. except for portions listed under Schedule 24, 7:00 a.m. to 6:00 p.m. except Sundays and State Holidays.”
2. By deleting therefrom the following items:
“Beretania St. (1 hr.), mauka side, between Punahou and Piikoi Sts., 7:00 a.m. to 6:00 p.m. except Sundays and State Holidays.”
“Beretania St. (1 hr.), both sides, from Makiki St. to Kalakaua Ave., 7:00 a.m. to 6:00 p.m. except Sundays and State Holidays.”
“Beretania St. (1 hr.), makai side, distance approximately 262’ Ewa direction from the Ewa curb prolongation of Kalakaua Ave. to a point 205’ Koko Head of the Koko Head curb prolongation of Piikoi St., 7:00 a.m. to 6:00 p.m. except Sundays and State Holidays.”
“Beretania St. (1 hr.), makai side, between Isenberg and Makiki Sts., 8:30 a.m. to 6:00 p.m. Monday thru Friday; 7:00 a.m. to 6:00 p.m. Saturdays except Sundays and State Holidays.”
k. By amending Schedule XXVII of Sec. 15-17.1 establishing crosswalks by deleting therefrom the following items:
“Haleiwa Rd., fronting Nos. 66-280 and 66-279.”
“Haleiwa Rd., 10’ wide centerline 5’ Waianae of Waianae side of driveway 66-330 Haleiwa Rd.”
“Haleiwa Rd., near Waialua Beach Rd., fronting No. 66-829.”
l. By amending Schedule XXX of Sec. 15-22.1(a) establishing parking meter zones in the following particulars:
1. By amending thereto the following item:
Beretania St., both sides, between Punahou and Piikoi Sts.; to read:
“S. Beretania St., makai side, between Punahou and Piikoi Sts.”
2. By deleting therefrom the following item:
“Beretania St., makai side, between Makiki St. and Kalakaua Ave.”
m. By amending Schedule XXXVIII of Sec. 15-24.17 establishing miscellaneous traffic controls by adding thereto the following items:
“Lauwiliwili St., northwest bound traffic in the northeastern most lane must turn right at Kalaeloa Blvd.”
“Lauwiliwili St., northwest bound traffic in the southwestern most lane must turn left at Kalaeloa Blvd.”
“Opakapaka St., south bound traffic in the eastern most lane must turn left at Lauwiliwili St.”
“Opakapaka St., south bound traffic in the western most lane must turn right at Lauwiliwili St.”
“Opakapaka St., right turn only from Opakapaka St. into Kalaeloa Blvd.”
Section 2. This schedule is hereby attached to and made a part of Article VI hereof and shall take effect ten (10) working days after its publication.
