Notice of Proposed Rulemaking
Public Hearing
Pursuant to Chapter 91, Hawaii Revised Statutes, notice is hereby given that the Department of Accounting and General Services (DAGS), State Building Code Council (SBCC), will hold a public hearing on December 8, 2016, at 9:30 a.m. in the DAGS Comptroller’s 4th floor conference room at the Kalanimoku Building, 1151 Punchbowl Street, Honolulu, Hawaii 96813, to hear all persons interested in the proposed rules pertaining to the State Electrical Code and to the State Energy Conservation Code.
The purpose of the proposed rules is to repeal the current State Electrical Code (SEC), Title 3, Chapter 182, and adopt Title 3, Chapter 182.1 of the same based on the 2014 National Electrical Code (NEC) published by the National Fire Protection Association (NFPA), and to repeal the 2006 International Energy Conservation Code (IECC), Chapter 181 of Title 3, Hawaii Administrative Rules and adopt Chapter 181.1, Title 3, the IECC 2015 Edition published by the International Codes Council (ICC) and to include amendments applicable to the state.
Copies of the proposed administrative rules and the 2014 NEC by NFPA and the 2015 IECC will be made available for public viewing from the first working day after the legal notice appears in the Honolulu Star Advertiser, Hawaii Tribune-Herald, West Hawaii Today, The Maui News, and The Garden Island, through the day the public hearing is held, open Monday – Friday between the hours of 8:00 a.m. 4:00 p.m. at the following locations:

Copies of the proposed rules can also be mailed at no cost to any interested party, upon written request to the State Fire Council at 636 South Street, Honolulu, HI 96813 (2014 NEC) or to the Hawaii State Energy Office, 235 South Beretania Street, Room 506, Honolulu, HI 96813 (2015 IECC).
Interested persons may present written or oral testimony at the time of the public hearing. All persons wishing to submit written testimony are requested to submit 5 copies of their written testimony before the public hearing to the State Fire Council, 636 South Street, Honolulu, HI 96813 (2014 NEC) or to the State Energy Office, 235 S. Beretania St. Room 506, Honolulu HI 96813 (2015 IECC). Alternatively, 5 copies may be submitted to the presiding officer at the public hearing.
