Public Hearing Notice
For Proposed Rules for Using County of
Hawai’i Department of Parks and Recreation Facilities

The County of Hawai’i Department of Parks and Recreation will hold a public hearing regarding proposed amendments to its Rule 2-Rules Relating to the Hilo Municipal Golf Course. The proposed amendments include, but are not limited to, the following: regulating public use of the new multipurpose room, including rental fee, security deposit, reservation process, use times, permittees’ responsibilities for use, and capacity limit; redefining club; establishing forms for proof to determine a Hawai’i Island resident; changing golf course manager to golf course administrator; eliminating rain checks; limiting monthly cards to Hawai’i Island residents; allowing active military personnel to qualify for monthly cards; redefining UH student to be a student attending a Hawai’i Island campus; changing the hours of play; establishing hours of operation for the Starter’s Office; limiting use of practice areas; restricting use of pull carts; restricting use of riding carts; establishing new parking areas, times and responsibilities; establishing proper attire; lowering the fee for shotgun tournaments; increasing the cost of a tournament reservation deposit; establishing the minimum number of tournament participants; increasing the fee for special activities; and housekeeping changes, including renumbering pages and sections, and relettering of sections.
The hearing will begin at 5 p.m. or shortly thereafter on Tuesday, November 29, 2016, at the Aupuni Center Conference Room, 101 Pauahi Street, Hilo, HI 96720.
All interested persons are urged to attend the public hearing to present relevant information and individual opinion for the Department of Parks and Recreation to consider. Persons unable to attend or wishing to present additional comments may mail, fax (961-8411) or deliver testimony to the Department of Parks and Recreation, 101 Pauahi Street, Suite 6, Hilo, HI 96720. Email testimony may be submitted to: parks_recreation@hawaiicounty.gov. Type Rule 2 Hilo Municipal Golf Course in the subject line of the message. Written and emailed testimony must be received by 4:30 p.m. Tuesday, November 29, 2016. All written, emailed, and oral submissions shall be fully considered and included in the record of the hearing.
Copies of the proposed rule are available at the P&R Administrative Office located at 101 Pauahi Street, Suite 6, Hilo, Hawaii 96720 and online at http://www.hawaiicounty.gov/parks-and-recreation/rules, or by mail before the hearing upon request. Copies cost $1.00 for the first page and 10 cents for each additional page plus postage. Copies may be mailed to interested persons after payment of fees for copying and postage is received. Please call 961-8311 to request copies. The meeting room is accessible to persons with disabilities. If special accommodations for the public hearing are needed, please make all requests at least ten (10) business days prior to the hearing by calling 961-8311.
