MILITARY LIAISON
Full-Time, Exempt* position on the Island of Oahu
Not to exceed: June 30, 2017
Starting Annual Salary: $84,000
RESPONSIBILITIES
Responsible to develop and implement a strategy to facilitate interaction and communication
between the DOE and the military community. Is the military action officer for the Hawaii
State and acts as a representative at state and national meetings. Leads DOE military
education programs and initiatives. Ensures military connected programs are in compliance
with state and federal regulations. Secures outside funding and grant resources to support
the DOE’s mission. Lobbies and works with state and congressional levels, as well as local
and national agencies to ensure Hawaii’s federal funding dollars are maximized. And other
duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS
EDUCATION: Bachelor’s degree from an accredited college or university.
EXPERIENCE: Five (5) years of progressively professional experience that involved
interrelationships, effectiveness or intra-program integration. This experience must also
have demonstrated a high degree of analytical skills involving the ability to identify information
needs, collect and analyze data; identify programs and alternative solutions; develop logical
recommendations for a course of action including a communication plan; ability to read,
comprehend and interpret complex material such as State statutes and federal regulations;
and draft comprehensive reports of findings and conclusions.
DESIRABLE EXPERIENCE
Experience in state protocol and with facilitating inter-agency projects, programs, and
initiatives; experience with national military education organizations, programs, and initiatives;
and coordinating federal and state program policies and activities is required. Desired
experience with military organizations, protocol and practice, and ability to work
collaboratively and effectively with all branches of the military, including the National Guard
and Coast Guard.
* This position is exempt from civil service and is currently funded until June 30, 2017.
