NOTICE TO PROVIDERS
REQUEST FOR PROPOSALS
CONDUCTING A SEGREGATED RATE STUDY
FOR THE HAWAII DEPOSIT BEVERAGE CONTAINER PROGRAM

The Department of Health, Office of Solid Waste Management (department) is requesting proposals from qualified offerors to conduct a study of the recyclable beverage containers that are collected at certified redemption centers (CRC) of the State’s Deposit Beverage Container (DBC) program.

The purpose of the study is to recommend rates (“segregated rates”) that may be used by the department to calculate the redemption value paid to consumers who redeem their containers based upon the weight at CRCs that are inspected and confirmed as containing Hawaii refund value material (DBC Beverage containers).

The contract period shall be for 25 months with an option to extend for up to one additional year. The department expects the contract to commence on June 1, 2016.

Discussions may be conducted with offerors; however, proposals may be accepted on evaluation without discussions. Contract award will be based on an evaluation that considers the offeror’s proposed costs, their previous experience performing similar services, and the methodology proposed.

Statements of qualifications, along with complete proposals must be received by the department no later than 2:00 p.m. (Hawaii Standard Time), Wednesday, April 20, 2016.
