REQUEST FOR PROPOSALS
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM

Request for Proposals (RFP):

The City and County of Honolulu (City), through its Department of Budget and Fiscal Services, is requesting proposals from City agencies and qualified private nonprofit agencies for funding from the City’s Honolulu Affordable Housing Preservation Initiative (HAHPI) sale.  The City anticipates awarding $10 million in CDBG program income funds to undertake the acquisition, renovation, and/or rehabilitation of multi-service program centers to provide one-stop access to resources for individuals and families experiencing homelessness.  The multi-service program center will provide outreach services, intake and assessment services, case management and housing placement services.
