REQUEST FOR PROPOSALS

The City and County of Honolulu, Department of Community Services (“DCS”), is seeking proposals from qualified, private nonprofit organizations to lease City properties to provide housing for persons with special needs. The properties are identified as follows:

1. HONOLULU SHELTER (CONFIDENTIAL LOCATION)

Location: Confidential Location

Improvements: Newly constructed (2011) large, two story, single family dwelling with nine (9) bedrooms, four (4) bathrooms, one kitchen, two (2) living areas, and five (5) parking spaces on a 6,000 square foot site.

Use: Emergency shelter for victims of domestic violence and their children.

2. APA’A STREET

Location: 91-1002 Apa’a Street
Ewa Beach, Hawaii 96706
TMK: 9-1-065: 001

Improvements: Single family, two story dwelling containing five (5) bedrooms, three (3) baths, and a garage on a 4,069 square foot lot.

Use: A group home for special needs youth.

Preference will be given to those proposals that do not require displacement of clientele. Consideration will NOT be given to proposals requesting assistance for expenses required to carry out the regular responsibilities and operations of the proposing organization.

Selection of organizations to lease the properties and the lease are subject to the approval of the City Council. The properties were assisted with funds from the Community Development Block Grant (CDBG) program and/or the HOME Investment Partnerships program and thus are subject to CDBG and/or HOME restrictions on use and management which are more fully described in the full Request for Proposals.

A Public Informational Meeting will be held on April 09, 2013 at the Department of Community Services, 715 South King Street, Third Floor, Conference Room 311, Honolulu, Hawaii 96813 at 9:00 am.

Requests for clarifications or interpretations of any provision in the RFP may be submitted by a person in writing and delivered, mailed, emailed, or faxed to the Department of Community Services no later than 2:00 pm on April 23, 2013.

Interested parties may obtain a request for proposals packet at no charge from the Department of Community Services, 715 South King Street, Suite 311, Honolulu, Hawaii 96813. Proposals must be submitted no later than 2:00 pm on May 14, 2013.
