NOTICE OF REQUEST FOR PROPOSALS

Oahu Transit Services, Inc. (OTS) is seeking qualified firms to submit proposals to manage its Pass by Mail Program for the renewal of senior citizen bus passes. A decision will be made after reviewing all proposals. OTS selection will be based on each company’s background, its ability to meet the minimum qualifications, the scope of work, the methods used to handle this program, and the bid price.

All interested offerors shall submit a Letter of Interest and one (1) original and four (4) copies of the proposal by 2:00 p.m., Thursday, March 14, 2013 to OTS – Division of Purchasing at 811 Middle Street, Honolulu, Hawaii. Proposals received after the time and date specified above will not be considered. Phone or in-person interviews may be scheduled soon after this date.

Forms of certification and proposal may be obtained from the Division of Purchasing, Oahu Transit Services, Inc., Building C, second floor, 811 Middle Street, Honolulu, Hawaii 96819-2316, or via e-mail by contacting gary.nishioka@thebus.org upon application for Proposal Document No. 2013-14.

The Letter of Interest must state the offeror’s ability to perform the services required and must be signed by a representative who is authorized to enter into binding agreements on behalf of the firm.

The cost of developing proposals, making presentations and any subsequent expenses related to contract negotiations are entirely the responsibility of the offeror and may not be charged to OTS. Offeror will be selected based on the evaluation criteria specified herein.

It is OTS policy to solicit proposals with the intention to award the contract. This policy notwithstanding; we reserve the right at any time to:

Cancel this request for proposals.
Reject any and all proposals.
Procure any service by any other means.
Modify the selection procedure or the Scope of Work.

Additionally, soliciting proposals and granting of exclusive negotiation rights does not commit OTS to accept the terms of any proposal. Final terms of any agreement will be determined by direct negotiations and are subject to final approval by OTS. Either may terminate contract negotiations at any time when it is determined that additional negotiation would be unproductive.
