NOTICE TO CONTRACTORS

The Department of Hawaiian Home Lands (DHHL) is requesting proposals from interested qualified housing contractors to construct 18 single-family LEED houses in the Kaupuni Village Subdivision, that is located in Waianae, Oahu. Kaupuni Village is 3.353 acres in size and designed for 21 single family residential lots.

A CD containing the RFP documents will be available for $10 non-refundable fee on September 2, 2009 from Hale Kalanianaole, 91-5420 Kapolei Parkway Kapolei, Hawaii 96707. Payment shall be made in cash or by certified or cashier’s check payable to the “Department of Hawaiian Home Lands.” A hard copy of the RFP may also be examined at the location indicated above.

Housing Contractor must meet the following minimum qualifications at the time of the submittal of the proposal in order for it to be considered.

A principal member of the Offeror’s company must have at least ten (10) years of residential housing construction experience in the State of Hawai’i.

Offeror’s company must have completed at least one (1) single family housing project consisting of 15 or more units with in the past five (5) years;

Offeror must be authorized to do business in the State of Hawai’i and have all licenses and tax clearances necessary to carry out the housing development of the Project;

Offeror shall not be in default or have failed to perform under any contract, agreement, development agreement, or lease with the State of Hawai’i, and not have any outstanding judgments.

Prospective Offerors are strongly encouraged to attend an informational conference at 2 p.m. on September 9, 2009 at Hale Kalanianaole, 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707 regarding this solicitation.

All proposals must be in conformance with this RFP. Proposals for the Project must be received at DHHL, Hale Kalanianaole, 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707 by 2:00 p.m., on September 30, 2009. DHHL reserves the right to cancel the request for proposals and reject any and all proposals when it is in the best interest of the DHHL.
