NOTICE
INVITATION FOR BIDS

Pursuant to HRS 103D sealed offers will be received up to 2:00 P.M., Hawaii Standard Time, September 30, 2009, and opened immediately thereafter in the Office of the Division of Purchasing, Department of Finance, 4444 Rice Street, Room 303, Lihue, Kauai, Hawaii, 96766, for the FURNISHING AND DELIVERY OF HELICOPTER SERVICES FOR THE MARIJUANA ERADICATION PROGRAM.
BIDDERS ARE HEREBY NOTIFIED THAT EVIDENCE OF THE AUTHORITY OF THE PERSON(S) SIGNING THE BID DOCUMENT IS REQUIRED TO BE INCLUDED WITH THE BID DOCUMENTS. FAILURE TO COMPLY WITH THIS REQUIREMENT MAY BE CAUSE FOR REJECTION OF A BID AS BEING NON-RESPONSIVE OR NON-RESPONSIBLE.
The successful bidder is required to submit with their bid to the County of Kauai, a tax clearance from the State Department of Taxation and the U.S. Internal Revenue Service, a Certificate of Good Standing from the State Department of Commerce and Consumer Affairs, and a Certificate of Compliance from the State Department of Labor and Industrial Relations as a prerequisite to entering into a contract (HRS 103D-328 and HRS 103D-310). (See attached Schedule G for instructions and requirements).
Attention of bidder is particularly called to the Federal requirements which will obligate the Contractor and sub-contractors to comply in all respects with Federal contract provisions regarding Equal Employment Opportunity, Interest of Member of Congress and of Public Officials, Ineligible Contractor, Access and Records and Drug Free Workplace.
The Director of Finance reserves the right to reject any or all bids, in whole or in part, if deemed to be in the best interest of the County.
Solicitation documents may be obtained from the Division of Purchasing, phone (808) 241-4288, upon application of Invitation for Bid Document No. 3039. Bids must be submitted on County issued forms and must include all addendums.
