NOTICE TO BIDDERS
(Chapter 103D, HRS)

SEALED BIDS for THE VILLAGES OF KAPOLEI – STREET SWEEPING ALONG DESIGNATED ROADWAYS, JOB NO. 09-002-K85-S will be received at HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION (HHFDC), 677 Queen Street, Suite 300, Honolulu, Hawaii up to 2:00 p.m., August 27, 2009 at which time all bids received will be publicly opened and read aloud.
Bidding documents may be examined or obtained at the Development Branch, at the above address. A CASHIER’S CHECK payable to HHFDC or cash for twenty dollars per set is required. Payments are non-refundable. The scope of services involves street sweeping maintenance services for a period of twenty four (24) months along designated roadways as described in the Technical Specifications. Maintenance will involve periodic, scheduled street sweeping along the roadways to remove accumulation of leaves, branches, debris, and gravel. NOTICE OF INTENT TO BID and Statement of Bidder’s Maintenance Experience must be received by the HHFDC at 677 Queen Street, Honolulu, Hawaii no later than 2:00 p.m. on August 17, 2009, the tenth (10th) calendar day prior to the date designated for the opening of bids. Forms are included in the bidding documents and are available at the above address. The Notice of Intent to Bid may be filed by fax at (808-587-0600). No special Contractor “C” license is required for this work, but the Contractor must possess a State of Hawaii General Excise Tax License to be eligible to bid.
Bidders shall comply with all requirements of the bidding documents. Written questions may be directed to Mr. Leo Domingo, Project Coordinator, at the above address or FAX number. No questions will be considered within ten (10) calendar days prior to bid opening.
All bids shall include the State of Hawaii General Excise Tax of 4.5%. Bid security for the contemplated services under this solicitation is not required.
The HHFDC may reject any and all bids and may waive any bid defects whenever the HHFDC deems such action is in the best interest of HHFDC. The determination of the lowest responsible bidder will be made by HHFDC.
A pre-bid site meeting will not be conducted, but the interested Bidders are encouraged to visit the various roadways on which street sweeping services shall be performed, to familiarize themselves with existing conditions and the extent of services required as stated in the scope of services. Roadways on which street sweeping services shall be performed are indicated on a map provided in the bid documents.
