INVITATION FOR BIDS

DEPARTMENT OF WATER, COUNTY OF KAUA`I
JOB NO. 04-06 – KEKAHA WELL “B” RENOVATIONS
KEKAHA-WAIMEA WATER SYSTEM; KEKAHA-WAIMEA, KAUA`I, HAWAI`I

Pursuant to Chapter103D, HRS, SEALED TENDERS will be received up to and opened at 2:00 p.m., Hawaiian Standard Time (HST) on July 2, 2009, in the Office of the Department of Water, Lihu’e, Kaua’i, Hawai’i. Bids received after the date and time specified above shall be rejected.

The Manager and Chief Engineer also reserves the right to reject any or all bids, in whole or in part, if deemed to be in the best interest of the County.

Bids must be signed in ink by the person or persons dully authorized to sign bids in the space provided for signature on the bid form.

BIDDERS ARE HEREBY NOTIFIED THAT EVIDENCE OF THE AUTHORITY OF THE PERSON(S) SIGNING THE BID DOCUMENT IS REQUIRED TO BE INCLUDED WITH THE BID DOCUMENTS. FAILURE TO COMPLY WITH THIS REQUIREMENT WILL BE CAUSE OF REJECTION OF THE BID AS BEING NON-RESPONSIVE.

SCOPE OF WORK: This project includes furnishing and installing a hydropneumatic system inclusive of one (1) 1,000 gallon hydropneumatic (bladder-type) tank, two (2) booster pumps (20 gpm @ 140’ TDH), control panel, concrete equipment pad, and appurtenant equipment and piping; modifications to the existing well pump discharge pipe line, including removal and replacement of selected portions of the existing discharge pipe sections and appurtenant equipment and piping; installation and modifications to the existing chlorination system including appurtenant equipment and piping; modifications to the existing pump building for the booster pump room including installation of an interior divider wall, installation of exterior doorway and concrete landing pad, modifications to the existing concrete floor; additional modifications to the existing building including but not limited to relocation of existing compressor, appurtenant piping and control box, repairs to existing control building roofing, doors, footing, and windows, miscellaneous modifications to interior building lighting, relocation of equipment, and appurtenances; installation of appurtenant yard piping; installation of 12″ gate valve on the existing line between the well pump and the reservoir including removal and proper disposal of sections of existing asbestos cement and ductile iron pipe and fittings, installation of valve box and cover, concrete slab around valve box, and replacement ductile iron pipe and appurtenant fittings; modifications to existing motor control system and SCADA system; equipment start-up and testing; repair of eroded areas exterior to the building including furnishing and installation of erosion control mats, filling of low spots, geotextile fabric, anchors, concrete curbs and low wall, clearing and grubbing, and appurtenant materials, replacement of gravel; and modifying existing perimeter fencing and gates to add barbed wire; repair and replacement of AC pavement; removal and disposal of existing desk unit and provision of a replacement desk; and temporary erosion control. All facilities and equipment specified and modifications shall be installed, in-place complete and ready for operation.

PLANS AND SPECIFICATIONS: May be examined and obtained at the Department’s office at 4398 Pua Loke Street, Lihu’e, Kaua’i. Contract documents may be obtained upon deposit of One Hundred Dollars ($100.00) for each set in cash, certified check, or cashier’s check payable to the Department of Water along with a typed page with the Company’s name, street address, mailing address, telephone and facsimile numbers.

CONTRACTORS LICENSE: All prospective bidders must be currently licensed by the Hawai’i Department of Commerce and Consumer Affairs, Division of Professional and Vocational Licensing.

“A” general engineering contractors and “B” general building contractors are reminded that due to the Hawai’i Supreme Court’s January 28, 2002 decision in Okada Trucking Co., Ltd. v. Board of Water Supply, et al., 97 Haw. 450(2002), they are prohibited from undertaking any work, solely or as part of a larger project, which would require the general contractor to act as a specialty contractor in any area where the general contractor has no license. Although the “A” and “B” contractor may still bid on and act as the “prime” contractor on an “A” or “B” project (See, HRS §444-7 for the definitions of an “A” or “B” project.), respectively, and the “A” and “B” contractor obtains “C” specialty contractor’s licenses either on its own, or automatically under HAR §16-77-32.). The remaining work must be performed by appropriately licensed entities. It is the sole responsibility of the contractor to review the requirements of this project and determine the appropriate licenses that are required to complete the project.

PRE-BID CONFERENCE: All potential interested bidders, offerors, subcontractors and union representatives are invited to attend the pre-bid conference on June 18, 2009, at 8:30 a.m., at the Department of Water office. A site visit is scheduled following the pre-bid meeting. All interested parties will be responsible for their own transportation to and from the site.
