Notice to Developers (RFP 09-HHL-005)

The Department of Hawaiian Home Lands (DHHL) is requesting proposals to design, finance, build, and market twenty five to seventy five (25 to 75) single-family homes for Phase I of the Keokea-Waiohuli Development, located in Keokea, Kula, Maui, Hawaii. The entire Phase I project consists of ninety-eight (98) residential lots- 25 to 75 of which will be marketed as turn-key. The developer has the option, but is not required, to include a proposal for self-help homes on some of the 23 to 73 remaining lots. The mix of self-help and vacant lots should be determined by the developer based on the market study provided in this RFP.

The Project (Phase I) is part of a community master plan known as the “Keokea-Waiohuli Development” totaling 523 acres to be developed in four phases. Of the 523 acres, 196 acres are designated for the construction of 337 single-family residences, 100 acres for ranching and grazing, 125 acres for open space, 100 acres for archaeological and cultural preserves, and the remaining 2 acres for a reservoir site.

All of the lots in Phase I will be marketed to Undivided Interest Lessees. The proposals for house-type, size and cost will be based on the marketing study that is provided in the Request for Proposals (RFP) package.

Site improvements for Phase I are near completion and is scheduled for completion in the spring of 2009.

DHHL will use a “2-step process” for the selection of a Developer for this project: Step 1- Conceptual plans and prices for 4 houses/lots; and Step 2 – Schematic plans and firm prices for 25 to 75 houses/lots.

Beginning on October 14, 2008, an RFP CD may be obtained with a non refundable payment of TEN DOLLARS ($10.00) from DHHL at 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707. Payment shall be made in cash or by certified or cashier’s check payable to the “Department of Hawaiian Home Lands.” The RFP may also be examined at the location indicated above.

Prospective Offerors are encouraged to attend an informational conference on October 27, 2008, at 9:00 a.m., at Kiewit Pacific construction base yard in Keokea (a location map will be provided with the RFP packet). A site visit will be conducted following the informational conference. Attendance at the informational conference and site visit is not mandatory, but highly recommended.

All proposals must be in conformance with this RFP. Proposals for the Project will be received at DHHL, 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707, until 2:00 p.m., on November 14, 2008.
DHHL reserves the right to cancel the request for proposals and reject any and all proposals when it is in the best interest of the DHHL.
