IFB NO.: IFB-09-HHL-001

SEALED BIDS for IFB No.: IFB-09-HHL-001, Construction of LA`I`OPUA VILLAGE 5: STREETS AND UTILITIES, Kealakehe, Kailua-Kona, North Kona, County of Hawaii, State of Hawaii, will be received by the Department of Hawaiian Home Lands (DHHL), Land Development Division, at Hale Kalaniana’ole, 91-5420 Kapolei Parkway, Kapolei, Hawaii until 2:00 p.m., Hawaii Standard Time (H.S.T.), Friday, September 19, 2008, at which time all bids will be publicly opened and read aloud. Bids received after the time fixed for opening or delivered elsewhere other than specified herein, will not be considered.

This project consists of the construction of road, drainage, sewer, water system and underground electrical and street lighting utilities and improvements for a 23.6-acre residential subdivision.

To be eligible to submit a bid, the Bidder and/or his subcontractors must possess all required valid State of Hawaii licenses and specialty licenses needed to perform the work for this project. A surety bid bond will be required for this IFB.

This project is subject to Section 103D, Hawaii Revised Statutes and to the payment of not less than the prevailing salaries and wages promulgated by the State of Hawaii, Department of Labor and Industrial Relations.

Bid documents may be examined at, or a compact disc (CD) containing the construction plans, specifications, instructions, terms and conditions and geotechnical report may be obtained with a cashier’s check payable to the Department of Hawaiian Home Lands –or cash — in the amount of $10.00 from, DHHL on and after August 8, 2008 at:

1) Hale Kalaniana’ole, 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707 or
2) Its West Hawaii District Office, 64-756 Mamalahoa Highway, Kamuela, Hawaii 96743 or
3) Its East Hawaii District Office, 160 Baker Street, Hilo, Hawaii 96720

Personal checks and business checks will not be accepted and payments are non-refundable.

A NON-MANDATORY PRE-BID MEETING will be held at 9:00 a.m., H.S.T, Wednesday, August 27, 2008, at the Kaniohale Community Center, 74-5100 Haleolono Street, Kailua-Kona, Hawaii 96740, to answer any questions regarding the IFB requirements. There will be no job-site visit following the pre-bid meeting. All interested potential bidders, offerors, subcontractors and union representatives are invited and attendance is optional. Persons needing special accommodations due to a disability may contact Mr. William Makanui, Land Development Division via facsimile at (808) 620-9299.

The project site is barricaded against vehicular entry but is readily accessible by foot from the surrounding roads. Bidders desiring vehicular access into the site to conduct surveys or studies may contact DHHL to request, and process for approval, a Limited Right-of-Entry permit.
A written NOTICE OF INTENT TO BID is required and must be received by the DHHL, Land Development Division at Hale Kalaniana’ole, 91-5420 Kapolei Parkway, Kapolei, Hawaii 96707, no later than 2:00 p.m., Hawaii Standard Time (H.S.T.), Tuesday, September 9, 2008. Submittal of Notice of Intent to Bid via facsimile at (808) 620-9299 is acceptable.

A properly executed and notarized STANDARD OF QUALIFICATION QUESTIONNAIRE FOR OFFERORS SPO-21 form (“Questionnaire”), must be submitted to the DHHL for evaluation no later than eight (8) days prior to the time advertised for the opening of bids, unless the bidder has previously filed a Questionnaire within the previous two (2) years of the date of opening of bids or as requested. The Questionnaire can be downloaded at the State Procurement Office website: www.spo.hawaii.gov, under Forms Vendors/Contractors.

Bids must comply with the requirements of the IFB. Bids that do not comply with the IFB may be subject to disqualification. DHHL reserves the right to amend the IFB by written addenda, to reject any and all proposal or to waive any defects in said proposals where DHHL deems it is in the best interest of the State.
