NOTICE OF INFORMATIONAL MEETING
On Red Hill Fuel Storage Facility

Notice is hereby given that the Department of Health (DOH), in coordination with the United States Environmental Protection Agency (EPA) Region 9, is holding an informational meeting to discuss and provide updates on the efforts taken to address the January 13, 2014 fuel release at the Red Hill Fuel Storage Facility.  The United States Department of the Navy (Navy) will also be in attendance to share information.

This meeting will provide information on:

The history of the Red Hill Facility including past and current efforts to   minimize releases of fuel.

  The assessment and mitigation of the January 2014 fuel release;

  Measures to assess the threat to drinking water; and
  Measures to minimize the threat of future fuel releases.

The Informational Meeting will be held in Oahu, on Tuesday, July 15th, in the Radford High School cafeteria, 4361 Salt Lake Blvd., Honolulu, Hawaii. The meeting will start at 6 pm and sign-in starts at 5:30 pm.  The meeting will be structured with short informational presentations, followed by questions from the audience and responses by DOH, EPA and Navy.

The STATE OF HAWAII PUBLIC UTILITIES COMMISSION ("Commission"), pursuant to Hawaii Revised Statutes § 269-12, HEREBY GIVES NOTICE that it will hold a public meeting on Tuesday, January 21, 2014, 6:00 p.m. at Farrington High School Cafeteria (1564 North King Street, Honolulu, Hawaii 96817), regarding Docket No. 2013 0169; OPENING A PROCEEDING TO INVESTIGATE WHETHER AN OAHU-MAUI INTERISLAND TRANSMISSION SYSTEM MAY BE IN THE PUBLIC INTEREST, filed on July 11, 2013.

The Commission is seeking input from stakeholders regarding whether an interisland transmission system interconnecting the Oahu and Maui Island electric grids ("Undersea Cable") may be in the public interest.  The Commission is specifically seeking input on policy issues, and overall objectives with respect to how, where, and at what cost an Undersea Cable may be developed, as well as specific comments on the already submitted Initial Comments and Reply Comments.  The Commission emphasizes that all comments (verbal or written) should focus on the issues presented in section I.D.2. of Order No. 31356, filed on July 11, 2013, in Docket No. 2013 0169 and be specifically focused on the development of an Undersea Cable between the islands of Oahu and Maui .

Power Plant, Makahanaloa, South Hilo,  Hawai’i, TMK: 2-8-8:104 (formerly 2-8-7: Portion of 53).
The Commission anticipates convening an executive meeting regarding the above matter, pursuant to Section 92-5(a)(4), Hawaii Revised Statutes, for the purpose of consulting with the Commission’s attorney on questions and issues pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities.  A 2/3 vote pursuant to Hawaii Revised Statutes, Section 92-4 and Planning Commission Rule 1-5(e) is necessary to hold an executive meeting.

Kahului Airport Master Plan and Noise Compatibility Program Update
Notice of Public Informational Meeting

The State of Hawaii, Department of Transportation, Airports Division is conducting a public informational meeting for the Kahului Airport Master Plan and Noise Compatibility Program Update.  The meeting is scheduled for the evening of February 24, 2009 at 6:30 p.m. at the Maui Community College Multi-Purpose Room, 310 Ka’ahumanu Avenue, Kahului.

The purpose of the meeting is to discuss the work plan of the Kahului Airport Master Plan and Noise Compatibility Program Update project and to afford the community an opportunity to identify areas of concern and interest that should be taken into consideration as part of the Plan update.

All interested persons are invited to attend this meeting to provide input on the study.  Comments and questions from affected and interested individuals and organizations are welcomed.

NOTICE IS HEREBY GIVEN that a consultation meeting will be held by the City and County of Honolulu (City) for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grants (ESG), and Housing Opportunities for Persons With AIDS (HOPWA) Programs.

An initial consultation meeting was held on Friday, November 21, 2008, at the Mission Memorial Auditorium to provide interested persons with the opportunity to participate in the development of the housing and community needs for the City’s Consolidated Plan (CP) for fiscal years 2011-2015.  The CP is meant to be a collaborative process whereby a community establishes a unified vision for community development actions.  The City’s CP will be submitted to the U.S. Department of Housing and Urban Development (HUD) establishing the priority areas and projects that may be funded through the CDBG, HOME, ESG and HOPWA Programs in fiscal years 2011-2015.  A copy of the City’s current Consolidated Plan for fiscal years 2006-2010 is available for viewing on the City’s website at http://www.honolulu.gov/budget/consol_plan_+2006_2010.pdf.

The purpose of this consultation meeting is to allow further comment in the development of the City’s CP and discuss the needs and consolidated priorities that were developed at the initial consultation meeting.  The list of needs and consolidated priorities is available for viewing on the City’s website at http://www.honolulu.gov/budget/cdbg.htm.

Ala Wai Small Boat Harbor Parking Plan

Notice is hereby given that the Department of Land and Natural Resources, State of Hawaii, will hold the second Ad Hoc Committee meeting with respect to the parking plan for the Ala Wai Small Boat Harbor at Jefferson Elementary School, 324 Kapahulu Avenue in Waikiki, from 6:30 to 8:30 pm on Wednesday, September 24, 2008.

The Ad Hoc Committee formation and meetings are proposed to allow the Division of Boating and Ocean Recreation to more effectively manage motor vehicle parking within the Ala Wai Small Boat Harbor. User groups of the Ad Hoc committee will provide input and ideas to DLNR while the department develops a long-term parking management plan for the facility.

The Department of Commerce and Consumer Affairs ("DCCA") is currently in the renewal process for Time Warner Entertainment Company, L.P., doing business as Oceanic Time Warner Cable ("Oceanic"), Oahu cable television franchise. DCCA previously held a community meeting on July 15, 2008 at McKinley High School to obtain the public’s general input and comments. DCCA is now holding two additional community meetings to allow additional time for public comments to determine how you or your organization might be able to benefit from services provided by Oceanic and its cable television system on Oahu, and to provide feedback on the services currently being provided by Oceanic. The public is welcome to attend, especially those who were not able to attend the July 15, 2008 meeting.

  The PUBLIC UTILITIES COMMISSION of the STATE OF HAWAII ("Commission") HEREBY GIVES NOTICE that it will hold public meetings relating to the proposal by HECO, HELCO, and MECO (collectively, "HECO Companies"), in Docket No. 2007-0008, for a Renewable Energy Infrastructure Program ("REI Program").  The REI Program includes, among other proposals: (1) a Renewable Energy Infrastructure Surcharge to ratepayers that would allow electric utilities in Hawaii to recover the costs of renewable energy infrastructure projects that facilitate third-party development of renewable energy resources, maintain existing renewable energy resources and/or enhance energy choices for customers; and (2) a consolidation incentive mechanism that would allow the HECO Companies to recover costs for renewable energy infrastructure projects built in the County of Hawaii and/or the County of Maui through a sharing of costs between the neighbor islands (County of Hawaii and/or the County of Maui, as appropriate) and Oahu ratepayers.  Although the HECO Companies proposed the REI Program in Docket No. 2007-0008, the Commission initiated this docket to separately examine whether the proposed REI Program is just and reasonable.

This project involves the construction of a bike and     pedestrian path generally routed along the coastline   extending from Ahihi Point in the Homaikawa‘a ahupua‘a to the County’s Anahola Beach Park. Plans are also being considered for extending this path from Anahola Beach Park up to Anahola Stream. Other path amenities area also planned to be provided such as vehicular parking areas, comfort stations, etc. The length of this corridor route along the coastline would be about 2.5 miles long.

The purpose for this project is to provide the community and general public with a bike and pedestrian path that may be used for transportation use along with a possible recreational function as well. It represents another   section being implemented of the County’s Nawiliwili to Anahola coastal path.

Planning work for this project is now being conducted to establish the concept for this path along with necessary amenities desired by the community. Therefore, this     informational meeting is being held to solicit comments and input from the public to assist with the development of concepts for this bike and pedestrian path.

MEETING TOTAL MAXIMUM DAILY LOADS (TMDLs)
FOR KAPAA STREAM, ISLAND OF OAHU, HAWAII

The proposed decision will affect water pollution control permits and provide   guidance for other planning and regulatory approvals (e.g. land use and environmental management) within the Kapaa Stream watershed.

Under §303(d) and §303(e) of the Federal Clean Water Act, 33 U.S.C. §1313(d) and §1313(e), and 40 CFR §130.7 and §130.5, the State of Hawaii Department of Health (DOH) requests public comments on proposed total maximum daily loads (TMDLs) of total suspended solids, total nitrogen, and total phosphorous for Kapaa Stream, Kailua, Hawaii.  The proposed TMDLs provide wasteload allocations (WLAs) for point sources of these pollutants (point sources are facilities governed by National Pollutant Discharge Elimination System, or NPDES, permits) and load allocations (LAs) for the nonpoint source runoff areas of the Kapaa watershed.  NPDES-permitted facilities within the   Kapaa watershed include the Ameron Hawaii Kapaa Quarry, the State of Hawaii     Department of Transportation (Highways Division) municipal separate storm sewer   system (MS4), the City and County of Honolulu MS4, two City and County of Honolulu landfills, a City and County of Honolulu waste transfer station, and a City and County of Honolulu corporation baseyard.

The proposed TMDLs are presented in a draft report titled “Total Maximum Daily Loads (TMDLs) for Total Suspended Solids, Nitrogen and Phosphorus in Kapaa Stream     Kailua, Hawaii.Ē  This draft report is available for public inspection Monday through   Friday between 7:45 am and 4:30 pm in the Environmental Planning Office (EPO), State of Hawaii Department of Health, 919 Ala Moana Boulevard, Room 312, Honolulu, Hawaii.  For a copy of the draft report (including a technical appendix), please phone the EPO at (808) 586-4337, fax the EPO at (808) 586-4370, send e-mail to .(JavaScript must be enabled to view this email address), visit our web site at http://www.hawaii.gov/ health/epo, or mail a request to the EPO postal address below.

Special Management Area (SMA) Use Permit to allow the expansion of an existing preowned vehicles sales operation and the construction of an automobile sales and service facility. The purpose of the public hearing is to afford all interested persons a reasonable   opportunity to be heard on the above requests.

Submitting Testimony:  According to Rule 1 (General Rules) of the Planning       Commission, a person desiring to submit oral or written testimony shall indicate her/his name; residence address; and whether the testimony is on her/his behalf or as a   representative of an organization or individual.  If testimony is being submitted on   behalf of an organization, documentation showing membership ratification should   accompany the testimony.  Written testimony shall be submitted with an original and nine copies prior to testifying.  The Commission would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for   mailing and thorough Commission review.  Testimony that is irrelevant or unduly     repetitious may be limited by the Chairperson pursuant to Rule 1.

The Proposed Plans provide final remedy recommendations for 75 transformer sites at NCTAMSPAC, PHNC, NAVMAG PH Lualualei Branch, and Former NAS Barbers Point. Following environmental investigations and site cleanups, 59 of the transformer sites do not pose a threat to human health or the environment. Therefore, the Proposed Plans recommend that no further action is   required for these sites. For the remaining 16 sites, the Propose Plan for Various Transformer Site Locations at NCTAMSPAC and PHNC recommends the implementation of Land Use Controls (LUC) for the protection of human health because contaminants were left in place with   concentrations above established cleanup levels for   unrestricted access.  Five-year reviews will be conducted to confirm that the LUCs are being implemented       effectively. Waimea Canyon State Parks Master Plan

A public information meeting will be held on June 27, 2006 from 5:30 p.m. to 7:00 p.m. at the cafeteria of     ‘Ele‘ele School in ‘Ele‘ele, Kaua‘i. One of eight meetings held with the community to develop a twenty year Master Plan, from 2005 - 2025, discussion will focus on the   anticipated impacts of the proposed park improvements for Koke‘e and Waimea Canyon State Parks. The primary objective of the plan is to preserve the natural wildland environment while providing improved facilities and   services to park visitors.

Several primary destination sites are proposed for     development with construction of a new lodge, park headquarters, service desk, and museum at Kanaloahuluhulu Meadow as well as a new park entrance and lower elevation lookouts. Improvements to the four major lookouts at Pu‘u o Kila, Kalalau, Pu‘u Hinahina, and Waimea Canyon include the parking areas and comfort stations, as well as renovations to viewing platforms and pathways for ADA accessibility.

The draft EIS is available at the Hawai‘i State Library, the Lihu‘e, Waimea, Hanapepe, and Princeville libraries, and the Department of Land and Natural Resources’ website at: http://www.state.hi. us/dlnr. NOTICE IS HEREBY GIVEN that the STATE OF HAWAII, PUBLIC UTILITIES COMMISSION (ĒCommissionĒ), will hold a public meeting relating to the Transmittal of YOUNG BROTHERS, LIMITED (ĒYBĒ), filed on April 13, 2006, for approval to discontinue its less than container load service for the transportation of cargo to and from Kahului Harbor, island of Maui.

YB is a water carrier authorized to transport property by barge between the islands of Oahu, Hawaii, Kauai, Maui, Molokai, and Lanai.  YBís intrastate water carrier operations are subject to the Commissionís regulation.  YB currently consolidates and deconsolidates cargo at its ports of call for shippers that do not place their cargo in containers.

YB proposes to discontinue its less than container load service for the transportation of cargo to and from Kahului Harbor in order to address the critical shortage of available harbor space at that port of call.  YB explains that its proposal, if approved by the Commission: (1) will mean that the consolidation and deconsolidation of less than container load cargo bound for or leaving Kahului Harbor will have to occur at off-harbor sites located away from Kahului Harbor; and (2) motor carriers of property are or will be available as consolidators/freight       forwarders.  YB seeks to implement its proposal effective from January 1, 2007.

RESTORATION ADVISORY BOARD (RAB) MEETING

The next Central Oahu Restoration Advisory Board (RAB) meeting will be held on Thursday, April 6, 2006 at the Wahiawa District Park Hale Koa Room, located at 1139A Kilani Avenue, Wahiawa, Hawaii. The meeting will begin at 7 p.m. and the public is invited.
Topics of discussion will include the revised draft   Remedial Investigation Report on the Old Wahiawa   Landfill, Building 6 Disposal Area, Old Incinerator Site and Dump Site Near Building 293.
The Restoration Advisory Board meetings provide     opportunities for the Navy and the local community to exchange information regarding the Navy’s environmental cleanup activities.

Public Meeting
to discuss a
Voluntary Environmental Project

The Department of Health has prepared a Draft Response Action Memorandum for Lot 15 in     connection with Alexander & Baldwin’s proposed remedial alternative for lead and petroleum     contamination at the former Aiea Sugar Mill. In   accordance with Hawaii’s Voluntary Response Program, Alexander & Baldwin is proposing to   conduct a voluntary environmental project to     address the contamination. The purpose of this meeting is to present information and discuss the environmental aspects of the project.

Date: March 21, 2006
Time: 6:30 p.m. – informal open house discussion
7:00 p.m. – 30 minute presentation
7:30 p.m. – public comments and questions
Place: Aiea Public Library

Notice of Meeting

Notice is hereby given, pursuant to Act 82, SLH 1975, that the Board of Governors of the Center for Cultural and Technical Interchange Between East and West, Inc., a Hawaii educational nonprofit public corporation, will   meet on Tuesday, April 4, 2006, from 10:00 a.m. to 11:00 a.m.  The meeting will be held in the Asian Room of the Hawaii Imin International Conference Center, East-West Center, Honolulu, Hawaii. 

The aforesaid corporation is established by Act 82 to administer the Center for Cultural and Technical Interchange Between East and West, a national educational institution established pursuant to Pub. L. 86-472.

The agenda for the meeting includes a review of     EWC program plans.  The meeting will be held in open session. For further information regarding the meeting, please call the Corporate Secretary, Ms. Carleen Gumapac, at 808-944-7101.
